In 1999, the Belgian Minister for Justice Marc Verwilghen demanded a study on the possible links between immigration in Belgium and crime rates. Upon this declaration, the two film directors investigated on North-African immigration, an immigration that was already 40 years old when the Belgian government encouraged Moroccan workers to settle in Belgium to make them contribute to the country's economic growth.
